Green Party Representative Claudia Morales Cervantes seeks to guarantee both the right to food for children and adolescents in Mexico City and the development of school communities by installing soup kitchens near primary and secondary schools.

In presenting her initiative, the Congresswoman from the environmentalist bloc emphasized that her proposal adds a section to Article 9 of the Mexico City Education Law to empower the local Ministry of Education to coordinate with the Ministry of Welfare and Social Equality and relevant institutions to promote these food spaces.

“We regret that there are still children who arrive at school without having had breakfast or lunch, and food insecurity is not a figure or an isolated number, but a painful reality that translates into poor academic performance, absenteeism, dropout rates, and deteriorating physical and emotional health among children. Therefore, it is urgent to develop measures to strengthen the social fabric, starting with educational communities. This is also an action that President Claudia Sheinbaum has established in the National Development Plan,” she said.


The representative clarified that this reform will not be a welfare program, but rather a structural public policy with a rights-based approach, a nutritional perspective, and a community focus. The benefits will be translated into guaranteeing the right to nutritious, sufficient, quality food at affordable prices; strengthening the link between school, community, and social well-being; improving school environments conducive to learning; and transforming soup kitchens into spaces for child development, social justice, and strengthening the community fabric.
