Million-dollar fines will be imposed on the nine political parties registered in Puebla, stemming from campaign spending irregularities during 2024 and 2025. The National Action Party (PAN) and the Green Ecologist Party of Mexico (PVEM) are the most frequently sanctioned, with amounts to pay of 6.2 and 5.5 million pesos, respectively.
All political parties failed to comply with various requirements of the National Electoral Institute (INE) for the oversight of resources. Therefore, 25 percent of their allocations will be deducted monthly to comply with the sanction arising from the gubernatorial, mayoral, and local deputy elections in 2024, as well as the extraordinary elections in 2025.
The sanctions will be applied by the State Electoral Institute (IEE), which will withhold their budget and send it to the state government’s Secretariat of Science, Humanities, Technology, and Innovation, for use in “the promotion, development, and development of science, technology, and innovation.”

The PAN was the most fined party in Puebla, with a payout of 6,229,417 pesos. However, the PAN’s resources will not be enough to cover the violation in 2025, as an outstanding balance of 1,295,000 pesos is expected for the following year, so its prerogatives will be deducted in 2026.
This debt was inherited by the previous PAN leadership of Augusta Díaz de Rivera and represents a “significant impact” on the party’s finances, according to Irving Vargas, PAN representative to the IEE (Spanish Electoral Institute of Education), after the sanction was approved. The PAN member criticized the fact that the new committee headed by Mario Riestra Piña must pay the consequences of the previous administration.
What are the fines for parties in Puebla?
The Green Party will pay a fine of 5,528,302 pesos, with deductions of 738,000 pesos during October, November, and December 2025. For the following year, it will still owe 2,505,000 pesos from its annual budget.
The National Regeneration Movement (Morena) was fined 4,951,491 pesos. During September and October, 2.4 million pesos will be deducted, and another 55,000 pesos in November, so it will pay its fine before December 2025.
The Citizens’ Movement’s fine is 4,705,022 pesos, resulting in a monthly withholding of 738,000 pesos. By 2026, the Orange Party will still have an outstanding balance of 1,729,000 pesos from this fine.
The Labor Party (PT) must pay 3,185,950 pesos. From October to December, a monthly deduction of 607,601 pesos was imposed, and in 2026, it will have 743,000 pesos left to pay.
Fuerza por México (FXM) was fined 2,389,794 pesos, and the Nueva Alianza Party was fined 2,245,470 pesos. Each party will have to pay 362,000 pesos and 382 pesos per month, respectively.
The Partido Revolucionario Institucional (PRI) was fined 2,083,101 pesos. The PRI will be able to settle its debt in 2025 with deductions applied to its contributions in September, October, and November.
Finally, the Social Integration Pact (PSI) received a fine of 1,905,206 pesos, which it will not settle until 2026. During the last three months of the year, 738,000 pesos will be deducted, and next year it will have an outstanding balance of 1,307,000 pesos.
