Home municipality compensation for private schools will increase to 100 percent, but not for state schools and university training schools. State schools and training schools do not receive sufficient funding for special education, which puts students studying in these institutions in an unequal position in the implementation of learning support.

– We already criticized the government’s decision to exclude state schools and teacher training schools during the parliamentary hearing. There are also students in these schools who need support and it must be ensured for them. In addition, our future teachers are trained in training schools, which is why we believe these schools should really receive full funding together with others, Virta states and continues,

– In our view, funding should make it easier to arrange learning support – not more difficult.

There are five state schools and eight university-run training schools in Finland. Approximately 8,200 pre-school and basic education students are excluded from the obligation to arrange special support. In 2024, there were over 550,000 students in basic education.

– The price tag for increasing the home municipality compensation and arranging special support for these slightly more than 8,000 students would be a negligible share of the state budget. Is this really where the government wanted to save? Vihreät party leader – De Gröna Virta asks.
