It was in a letter addressed on July 29, 2024, to the King of Morocco, on the occasion of his 25 years of reign, that the President of the Republic chose to distance himself from the framework of international law that mandates the UN to organize a self-determination referendum to support the Moroccan plan that provides for expanded autonomy for the territory within the Moroccan kingdom. This plan therefore ignores the legitimate aspirations of the Sahrawi people who must retain control of their destiny.
For the Greens, the situation in Western Sahara is clear. This territory, considered a non-autonomous territory by the UN and all international institutions, cannot be placed under Moroccan sovereignty without the construction of a just, lasting and mutually acceptable political solution.
As a reminder, the Court of Justice of the European Union (judgments of 21 December 2016, 27 February 2018, 19 July 2018, 30 November 2018 and 29 September 2021) recalls that Western Sahara has a “separate and distinct status” in relation to the Moroccan territory and that it falls under the right to self-determination of the Sahrawi people.
It is in this context that the Ecologists opposed the trade agreements between Morocco and the European Union on fisheries and agriculture in 2021. Agreements which were also annulled by the European justice system due to the failure to respect the consent of the Sahrawi people.
Constant in our commitments to the freedom of peoples to self-determination, respect for international law, against nationalism and colonialism, the Ecologists strongly condemn this “individual” position taken by President Emmanuel Macron which goes against the historical position of our country, international law and current agreements between Morocco and the Polisario Front.
Consequently and in line with our past positions:
- We ask the President of the Republic to respect our institutions and to make the law prevail over collective and/or individual economic interests.
- We demand the strict application of the 1991 ceasefire agreements between the Kingdom of Morocco and the Polisario Front.
- We reaffirm our commitment to the right of peoples to self-determination.
- We ask the UN to do everything possible to organize a referendum on self-determination in Western Sahara.
We demand that the rulings of the Court of Justice of the European Union be respected.
