In order to allow children and adolescents with hearing disabilities to fully exercise their right to education, as well as to facilitate their learning and acquisition of knowledge, the senators of the Green Party presented an initiative that proposes adding a section VI to Article 9 of the General Education Law to incorporate Mexican Sign Language and its instruction into digital platforms and educational television.

This is because it is considered that the full exercise of the right to education for students with hearing disabilities begins with the teaching of Mexican Sign Language and by providing spaces for them to learn through educational television and the support of Information, Communication, Knowledge, and Digital Learning Technologies (ICTs).

They pointed out that, according to the National Institute of Statistics and Geography (INEGI), people with disabilities face greater obstacles in accessing education because they encounter communication barriers and because inclusive infrastructure is not always available.

They acknowledged that although progress has been made in supporting people with disabilities, much remains to be done to address the needs of this group within the Mexican population. Therefore, ensuring the right to full education for people with hearing disabilities is of paramount importance.

They explained that while the proposed initiative could be considered to be underway, it is not yet included in the General Law of Education. Furthermore, not all content broadcast on digital platforms and educational television includes Mexican Sign Language interpreters, nor are classes offered for the entire educational community.

They emphasized that their proposal will also include the teaching of Mexican Sign Language in public and private education, and that the General Directorate @prende.mx of the Ministry of Public Education (SEP) should be the agency responsible for implementing the initiative.
