The Ministry of Regional Development and Public Works published the list of properties on June 24. It includes the proposals of ministers, heads of departments, regional governors, state enterprises established by special laws on the basis of Art. 62, para. 3 of the Commerce Act and properties – corporate property of state public enterprises.
The list, among others, includes numerous properties of exclusive and public state ownership, prohibited for privatization by the Constitution of the Republic of Bulgaria, the Law on Protected Areas, the Law on Waters, the Law on Spatial Planning and other laws.

The most striking examples are:
- BEH proposes to privatize part of the Roman amphitheater of Serdika, located between the Youth Theater and the Goethe Institute. This amphitheater is the second largest in the Roman Empire and is part of the archaeological reserve “Serdika – Sredets”.
- The Ministry of Interior proposes to sell forest properties located on the Belasitsa ridge in the Belasitsa Nature Park, which are public state property under the Protected Areas Act.
- The Ministry of Education and Science proposes to sell the lake in the Karandila area in the Sinite Kamani Nature Park, public state property under the Protected Areas Act and the Water Act.
- The Ministry of Interior proposes to sell 20 decares of Vitosha Nature Park and a property in Persina Nature Park,
- public state property under the Protected Areas Act.
- The Ministry of Defense proposes to privatize the Black Sea capes Krotirya in Pomorie and Cape Chervenka in Chernomorets.
- The Ministry of Interior also wants to sell property in the Strandzha Nature Park on the seashore in the Polyanite area, Sinemorets, as well as properties inside the Strandzha Nature Park in the areas of Rezovo, Slivarovo and Malko Tarnovo.
- The Ministry of Defense will sell property in the Western Park in Sofia, public state property under the Spatial Planning Act as part of the city’s green system.
The Green Movement proposes that the privatization procedure be stopped and the list be reviewed by the ministries of regional development, culture, environment and agriculture, excluding from it properties falling into archaeological reserves, protected areas within the meaning of the Protected Areas Act, cultural monuments under the Cultural Heritage Act, protected areas under the Biodiversity Act, sanitary protection zones for drinking water and water bodies under the Water Act, parks and gardens under the Spatial Planning Act, properties in Zone A under the Black Sea Coast Planning Act.
“It is not acceptable for ministries and departments not to know the Constitution and laws of Bulgaria. The sale of Bulgaria’s cultural and natural heritage is completely irresponsible,” said the co-chair of the Green Movement, Toma Belev. “The sale of properties along the borders of Bulgaria and the sea coast is an act against national security,” added the co-chair of the political party, Daniela Bozhinova.
