First introduced in December 2025, this reform to the General Law on Science, Technology, and Innovation aims to transform how information is managed within the country’s tech ecosystem. The initiative focuses on allowing high-level data analysis for research and development without compromising the fundamental right to privacy.

The Core: “Effective Anonymization”

The proposal introduces specialized legal frameworks to protect the digital identity of Mexicans:

  • Effective Anonymization: Ensuring that large datasets can be analyzed for scientific progress without any possibility of tracing information back to specific individuals.
  • Privacy-Enhancing Technologies (PETs): A suite of tools and procedures designed to minimize data collection and protect information throughout its entire processing cycle.

A Step Toward Ethical Tech

Senator Waldo Fernández emphasizes that this reform is about building a “responsible innovation” environment. By establishing these ethical safeguards, Mexico aims to protect its citizens from data leaks and algorithmic vulnerabilities while remaining a hub for technological development. The bill now heads to a full Senate vote for final approval.
